Preheat oven to 350 degrees. Grease or spray with non-stick cooking spray an 8.5 x 4.5 x 2.75 inch loaf pan. Set aside.
In a large mixing bowl, stir together oil, sugar, brown sugar, egg, vanilla, sour cream, and buttermilk. Fold in flour, baking soda, baking powder, and salt.
In a small bowl, mix together sugar, brown sugar, and cinnamon.
Pour 1/2 of the cinnamon bread batter into a greased loaf pan. Sprinkle cinnamon-sugar mixture all over the batter. Lightly swirl with a knife. Add the remaining batter and spread over the cinnamon-sugar mixture.
Bake for 44-50 minutes. Check the bread after baking for 30 minutes to make sure the loaves aren't becoming too brown. If so, lightly cover with foil (I tent mine to allow the bread to dome in the center). Check with a toothpick to make sure the bread is fully-cooked through in the center.
Let cool and remove from pan. In a small bowl, whisk together powdered sugar, milk or cream, and vanilla. Pour over the cinnamon swirl bread. Cut into slices and serve.
